According to the numbers, the birth rate is much higher among the lower income and immigrant population. Those sections of society also tend to be less educated, single parent, and poverty stricken. When combined, those factors lead to crime. That's why we have the world's largest prison population, and growing...

But what if they are indigent? Do the incur a debt for their time in jail? ANd if they don't pay, do they go back to jail? Not gonna fly in court, would be my bet. Long time ago, back in law school days, I had to go to lovely Gadsden, AL to interview a guy who couldn't pay his fine so was incarcerated in the jail. Every day he was in jail, $10 was counted off his fine. Court overruled that as it punished the poor only and not the rich. Making them pay is a great idea in theory, but can't see it working.

In prison, most prisoners have jobs that pay pennies on the hour, jobs that would pay probably significantly more than minimum wage on the outside. By paying the inmates a pittance that they can use in the prison store, the state makes money, the prisoners get a little something and maybe learn a skill. But by definition, jail can be for only 2.5 years or less (at least here) so it doesn't work up here for that.

Better is to let 90% of them out, pay them to ... whatever ... do $40 k of useful work with my $40 k ... and maybe contribute to the economy.

What the US spends in excess incaration, relative to the rest of the civilized world, would pay the missing health care CBO puts at $100 B / year.

Hey, I agree with some of that. There's no reason to have people sitting in jail for victimless crimes like pot possession, prostitution, etc...Put non violent offenders out there every day picking up trash, cleaning up graffiti, mowing grass, building roads, etc. I don't think paying them for nothing is a good idea. We already pay too many people to sit on their butts.

D_L & Haz's ideas may be decent.

I will say that the majority of that $40,000 is paid to someone so that is thrown directly into the economic system.

Inmates don't really consume that much of that 40K.

Good point from BFC ... but I would still like to see some productive work.

Not to mention the loss of motivation to improve, which has value too ...

sounds good to me. so far as the rights go I got a notice for jury duty and i could be excused if I was a ex-con that did not have my civle right restored, so i ask what rights? There in there becuse the failed to respects the rights of others.
